How to apply
If you want to change the details of your riding establishment licence we will need to approve this first. You can apply online.
You may need to change the details of your licence if:
- the existing licence holder changes their name or contact details
- there are changes to the licence, premises or how you operate that you need to tell us about
- you want to add a horse to your licence or remove a horse
- you want to let us know that a horse or pony who has been unfit for work has returned to fitness
You can also use this application if you want to surrender your licence
You will need to pay a fee to change the details of your licence. Please make sure you are aware of how much this will cost.
Depending on the changes, you may need to pay for a vet to inspect the premises. We will let you know if this will be needed and will ask you to pay the fee after the inspection has taken place.

You will need a credit or debit card if paying online
If you are applying to add a horse to your licence or let us know that a horse has returned to fitness then you will need to attach a return to fitness or additional horse form. This will need to have been signed by an approved vet inspector on the current RCVS/BVA panel. You will need to arrange the vet's inspection and pay the fee for this
If you are adding or removing a horse or letting us know that a horse has returned to fitness and you have attached the report form signed by a vet then we will issue the updated licence and send this to you in the post.
If you are making other changes then depending on what those changes are it may be necessary for a vet or council officer to come and inspect the premises.
The licence will then either be granted and we'll send you your licence in the post or it may be refused or have additional conditions added to it.
If your application is likely to be refused or have additional conditions added we will contact you.
If you are surrendering your licence this will take effect from the date you have stated in the application and you will not be licensed if you continue to operate the business after that date
Renewing your licence
When details of a licence are changed, the date of expiry will stay the same. This means that you will need to apply to renew your licence at least two months before the expiry date each year.
What you can do if you haven't heard from us
It is in the public interest that we process your application before deciding if it can be granted. This means that you'll need to wait for our decision before you start operating. If after a month you haven't heard from us please contact us by email or telephone for an update.
What you can do if your application is unsuccessful
Please contact us to discuss why you have been refused a licence or if you think we have asked for an unreasonable condition.
If you are not happy with our decision, you can appeal to the magistrates court. A court may give directions on the issue of a licence or on any conditions imposed.
If you want to add a horse to your licence or let us know that a horse or pony has returned to fitness then you can send us the vet's report form in the post. You will need to arrange the vet's inspection and pay the fee for this. If you want to remove a horse you can write to us to let us know. You will need to enclose a cheque for the fee made payable to East Devon District Council.
If you want to make changes to your licence you can write to us explaining the changes. You will need to send a cheque for the fee.
