Council to offer 25 year lease for prime seafront location

East Devon District Council’s Cabinet (7 Jan) has agreed to offer a 25-year plus lease of the Chine Cafe and public toilets in Seaton as a development opportunity.  The cafe, located at the end of West walk on the seafront has been empty since the previous lease expired early in 2014. 

Cabinet considered a number of options for the cafe and toilets and decided that offering the complete building would make the best use of the unique location while ensuring toilet facilities for the community continues.  It is hoped that an all-year round cafe will be provided.

Cllr Ian Thomas, cabinet member for economy and chair of the Seaton regeneration Programme Board, said:

The building is in a prime seafront location and therefore offers a fantastic opportunity to a business to provide an exciting and attractive cafe for Seaton residents and visitors.  By offering a long 25-year lease with the opportunity for a community toilet scheme we are being a s flexible as possible to encourage a developer or operator to come forward.  We are encouraged by the interest already expressed in the site.  Seaton is on the up with Seaton Jurassic opening later this year and thousands more visitors expected.  Quality cafes always add to the attraction of a resort and I hope this will contribute to further regeneration in Seaton.

A reduced toilet facility to the existing provision is likely but there are more public toilets just 350 metre away on West Walk and this new proposal has the advantage of being joined with the cafe to give longer opening hours and an improved, modern facility.  It was agreed to offer the property on a long 25-year lease and marketing of the site will begin in the next few weeks.
