East Devon District Council is inviting funding bids for infrastructure projects that support new development in the area.
We have been charging Community Infrastructure Levy (CIL) on certain types of new development permitted since 1 September 2016. Developers start paying this levy at various stages after construction has begun, so we are now beginning to receive CIL payments.
We pass 15% of the CIL income generated by development in their area to town and parish councils, rising to 25% if they have a 'made' neighbourhood plan. The remainder of CIL income must be spent by East Devon District Council on infrastructure to support the development of East Devon. Infrastructure that can be funded by CIL is set out on the 'Regulation 123' list.
We have written a protocol that explains the process for how we will invite bids for CIL funding, and how these bids will be considered. Funding bids should meet certain eligibility criteria, and will need to be supported by robust evidence of the need, cost and practicality of delivering the infrastructure project, including an exploration of other sources of funding.

The deadline for applications is Friday 22 September. We will then consider the bids over the following months, making a final decision as part of the annual budget setting process in February.
