2. Council Tax (Energy) Rebate FAQs

Do I qualify?

You will receive a rebate payment of £150 which you do not need to pay back, if you meet the following criteria we will contact you:

  • You live in a property with a Council Tax band A to D (E if you receive a disabled band reduction) on 1 April 2022; and
  • It is your sole and main residence (you live there all the time); and
  • You do not receive a Council Tax exemption (except for N, S, U, W)

If you have moved on or before 1 April 2022, please complete the Council Tax I am moving form. For any other changes to your circumstances please let us know using the relevant Change in circumstances form.

I have an overdraft, how can I make sure the bank doesn’t use this money to pay it off?

If you have an overdraft, you can exercise your right of appropriation to stop the payment being used against it.

This is a temporary measure under common law, allowing you to earmark funds for specific essential bills, for example; your rent, your mortgage, and your gas or electricity.

You will need to put this request in writing to your bank or building society and list the bills you need to be earmarked. A sample letter can be found at Nationwide Debtline.
When you make a 'first right of appropriation' request, your bank can make a decision to either freeze your account and/or remove an overdraft facility if you have one. You need to make sure that you can manage either or both of these situations before you make the request.

What if my household isn’t eligible?

East Devon District Council will be given some additional funding to support vulnerable households who may not qualify for the £150 council tax rebate. This includes people on low incomes in council tax bands E-H.

This discretionary scheme is currently being developed and more information will be added to this page to explain the application process and entitlement criteria, once the scheme criteria becomes clear.

I am in receipt of Council Tax Reduction (CTR) or don’t pay Council Tax due to the benefits I receive, will I receive the payment? 

As long as you are eligible (see 'do I qualify?'), you will receive the £150 payment. We will write to you the week commencing 9th May 2022 inviting you to apply through our online claims form. You do not need to do anything for time being. 

What do I do if I am eligible for the payment, but I don't want to receive it?

If you do not wish to receive the £150 payment, the money will be returned to Central Government and will not be redistributed within East Devon District Council. If you have already received the payment, we will issue you with an invoice so you can repay it. I am eligible and pay by Direct Debit, but I haven’t received the payment?

The Government required us to successfully collect April’s instalment in order to verify the bank details before we were able to pay the £150 directly into bank accounts. If for any reason we did not receive April’s instalment, we were unable to verify the account and therefore unable to pay.

In cases where the bank account details do not match the liable names on the bill i.e. the bank account is in your maiden name but the Council Tax account is in your married name, we were unable to make the payment directly into your bank account.

If this is the case you will be written to week commencing 9th May 2022 inviting you to apply for the payment through our online claims form.

What do I do if I am not able to complete the form online?

The quickest way for you to get your money is to complete the form online or ask a friend/family member to assist you. If you are not able to complete the form online yourself and have no one who can assist you, please give us a call so we can arrange a telephone appointment to help you apply for the payment. Please note that wait times may be long due to the large call volumes we are expecting.

I have arears on my Council Tax, will I still receive the payment?

As long as you are eligible (see 'do I qualify?'), you will receive the £150 payment. We will write to you the week commencing 9th May 2022 inviting you to apply through our online claims form. You do not need to do anything for time being. 

I'm in a new build property and still waiting to be banded, when will I receive the rebate?

Unfortunately until we are notified by the VOA of your official band we are unable to process any requests. Once we are notified of the band and if you qualify we will send you a letter with instructions of how to claim.
