A responsible authority or any other person can in certain circumstances call for a review of a current premises licence or club certificate if a premises isn't operating in a way that promotes the four licensing objectives: 

  • the prevention of crime and disorder
  • public safety
  • the prevention of public nuisance
  • the protection of children from harm

Following a review a premises may:

  • have conditions added to their licence
  • have the activities or times that the licence covers reduced 
  • in extreme cases be closed down

How to apply

You'll need to complete an application form and send this to us. When you send us the application form you'll need to explain the grounds for a review and give as much information as possible.

Please note that the grounds you give for a review must relate to one of the four licensing objectives and must not be frivolous, vexatious or a repetition.

You'll need to send copies of this form and any enclosures to the responsible authorities and the premises licence or club premises certificate holder.  

An application for a review can't be made anonymously.  It's important that the licence holder is able to respond to an application for a review. If there are genuine concerns about possible intimidation an individual could consider asking the police, or another appropriate responsible authority to apply for a review on their behalf.

Data Protection

Any personal information which you provide will be held and used by East Devon District Council for the purpose of the licensing service to process your application for a review of a premises licence or club premises certificate.  Your information may also be shared within East Devon District Council for the purposes of carrying out our lawful functions.  Otherwise your personal information will not be disclosed to anybody outside East Devon District Council without your permission, unless there is a lawful reason to do so, for example disclosure is necessary for crime prevention or detection purposes.  Your information will be held securely and will not be retained for any longer than is necessary.  There are a number of rights available to you in relation to our use of your personal information, depending on the reason for processing.  Further detail about our use of your personal information can be found in the relevant privacy notice
