I am not sure what date this was published on the Council’s website? I have read the Parish Council’s and District Council’s replies and neither seems to explain the importance of the chronology of the Local Plan preparation and the Neighbourhood Plan preparation, which is very pertinent to your Question 4 in the annex to your letter. The Local Plan was submitted to PINS on 2 August 2013 and the Examination in Public commenced on 11 February 2014. This proved to be a protracted affair and the Council were tasked with undertaking further work on some aspects of the Plan. This further work was considered by the Council at an Extraordinary meeting on 26 March 2015. You will see from the attached Minutes that in the intervening time Neighbourhood Plan areas had been established for Broadclyst Clyst Honiton and Rockbeare. A proposal was made to exclude these areas from Strategy 12 and Officers raised concerns at this point as to whether the 1550 could be accommodated on land outside Neighbourhood Plan area. So whilst the Council may have appeared to change its stance in relation to development and recreational greenspace within the Rockbeare Green Wedge, this was clearly against the background of Officers advice that this would likely cause difficulties at a later date and indeed was a decision based on political intervention without any sound evidence base to support the proposed changes. The Rockbeare Neighbourhood Plan has at least a clear agenda to prevent sustainable development. As the LPA has pointed out the Green Wedge policy does not preclude development and there are substantial areas of land within the Green Wedge which could accommodate sustainable development without conflict with the policy wording.
