East Devon District Council is carrying out welfare checks for both our guests and hosts, as well as running the re-matching scheme and helping guests move in to private rented accommodation.
The re-matching scheme relates to individuals who have already made the move to the United Kingdom and are looking for an alternative host, this can be for a number of reasons. It is a requirement that the re-match is authorised by Local Government prior to any arrangements being made to facilitate the move. As per the guidance received from the Government home checks and DBS checks must be completed prior to any re-match going ahead. If you choose to go ahead with any move prior to adhering to the above, you risk being removed from the scheme and entering into a private lodgers agreement with your host/guest.

We not responsible for the DBS checks, these are arranged and completed by Devon County Council. We are unable to hurry this process and must allow the third party safeguarding companies to complete their checks. This is carried out on each member of the host family who are over 16 years old.
Devon County Council have a dedicated website, if you go to the Support for Sponsors section it will let you navigate to information on the required documents we need to verify on the video call.
Payments cannot be processed until all checks have been completed.
We have received reassurance from the Department of Levelling Up, Housing and Communities that the DBS check process along with the household / property check is not a requirement for issuing a visa and the associated permission to travel, and one or both of these processes may/will be completed after any Ukraine nationals arrive. However, this is a requirement under the ‘re-matching’ scheme.
Unfortunately, the Visa application, processing and issuing is dealt with entirely by UKVI and we have no control or influence over this.
We are only involved in the Government’s specific Homes for Ukraine scheme. We are not involved in the ‘Family Visa’ scheme or any other schemes.
