6. CIL charging schedule revision

The Community Infrastructure Levy (CIL) is a tool to help deliver infrastructure to support development.  CIL is payable on development that creates net additional floor space, expressed as pounds per square metre.  The rate of CIL is set in a "charging schedule".

Following receipt of the Examiner's Report the Council adopted its current CIL Charging Schedule in 2016.  We have been charging CIL on new development approved since 1 September 2016.  At the time of adopting the Charging Schedule, we made clear that an early review would be required to reflect the (emerging) Cranbrook Plan and latest information on development costs and values in East Devon.

Submission and the Examiner

The Community Infrastructure Levy Draft Charging Schedule was submitted to the Planning Inspectorate for examination on 29 October 2019.  Mr Jameson Bridgwater PGDIPL MRTPI has been appointed to conduct an Examination of the Charging Schedule to assess whether it meets the requirements of the Planning Act 2008 and relevant CIL Regulations, as amended, in respect of legal compliance and viability.

Draft Charging Schedule

Following public consultation on the Preliminary Draft Charging Schedule (see below), consultation on a Draft Charging Schedule consultation document took place from Wednesday 21 August until Wednesday 2 October 2019.  The consultation document, relevant evidence, and representations have been submitted for examination, as explained above.

Preliminary Draft Charging Schedule

The initial stage in preparing a revised charging schedule involves consultation on a preliminary draft charging schedule.  The consultation period ran from Thursday 21 February until Friday 22 March 2019 and the comments received can be seen below:
