2. Housing and Economic Land Availability Assessment (HELAA)

A Call for Sites has been launched by East Devon District Council.

The Call for Sites provides the opportunity for individuals and organisations to suggest to the Council sites that they think have the potential to be developed for housing, economic or other uses.

The development potential of sites put forward during the Call will be assessed by East Devon District Council planning officers and a panel of representatives from the housing and economic development industries.  The conclusions will be published in a ‘Housing and Economic Land Availability Assessment’ (HELAA) in due course.

The results of the HELAA will inform the sites chosen for possible development in the new East Devon Local Plan.

The Call for Sites will close on the 15 March 2021.

You can submit a site to the Council by completing the online form. If you have difficulty using the online form you can also submit a site to us by downloading a word version of the site submission form and emailing it to tspurway@eastdevon.gov.uk.

You do not have to own a site in order to suggest it for development, but we do ask that you provide us with a copy of the site's Title Plan and Title Deeds (which can be obtained from the Land Registry for a small fee) and that you speak to the landowner before submitting the form. 

A site should only be suggested for housing development if it could accommodate at least 5 homes or it measures at least 0.15 hectares.  A site should only be suggested for economic development if it measures at least 0.25 hectares or could provide at least 500m2 of floor space.  Sites must lie within the area covered by East Devon District Council.  

Please note that a HELAA is a technical assessment of sites that could contribute towards the future supply of land for development. The HELAA will not determine which sites are allocated for development in the new Local Plan.  Neither will it determine whether or not a site is granted planning permission for development.  The purpose of the HELAA is to provide background evidence on the development potential of sites. 

Once you have completed the online form, you will receive a confirmatory email containing a unique reference code. Please use that code when corresponding with the Council about your submission. The Council will contact you once your site has been assessed and the HELAA is published.  This is likely to be towards the end of 2021.

Your data will be used in accordance with the relevant privacy notice.
