28. Newton Poppleford


The Newton Poppleford and Harpford Neighbourhood Plan has now reached the stage where a referendum would usually be held. However, due to the restrictions and emergency legislation imposed as a result of coronavirus, it is unlikely that the referendum will be able to take place before May 2021.

In the meantime, the Plan has been updated in line with the examiner’s recommendations, to form a ‘Referendum Version’.  The Plan has been assessed to meet the necessary ‘Basic Conditions’ and as such East Devon District Council have issued a formal decision recommending the Plan to go forward for referendum. 

The Plan now carries significant weight in decision making on planning applications in the parish of Newton Poppleford and Harpford.

The examination of the Newton Poppleford & Harpford Neighbourhood Plan is now complete.  The examination commenced on 11 June 2020 and the appointed examiner was Jill Kingaby. The Examiner’s Final Report is now available.

Submission of Plan to Local Authority - Regulation 16

Newton Poppleford and Harpford Parish Council as the qualifying body prepared and submitted the Newton Poppleford and Harpford Neighbourhood Development Plan to East Devon District Council on 3rd March 2020. 

The plan consultation period ended on 29 May 2020.  The next stage of the process is the independent examination where the contents of the Plan are reviewed alongside representations made during the consultation period.

Pre-Submission Consultation (Regulation 14)

The Parish Council has now completed its consultation on the pre-submission version of their Neighbourhood Plan which ran from 1st November to the 14th December 2019.

The plan has been reviewed in the light of the comments made. The Submission version of the plan is now available for comment until the 29th May 2020 – see details above.


Neighbourhood Area Designation

Newton Poppleford and Harpford Parish Council requested the whole of their parish be designated a neighbourhood area. The designation was approved on 4 June 2014.
