30. Ottery St Mary (made)
Adoption
On the 11 July 2018, Cabinet resolved to ‘make’ the Ottery St Mary and West Hill Neighbourhood Plan so that it forms part of the Development Plan for East Devon alongside the adopted East Devon Local Plan 2013-2031, and the Devon Minerals and Waste Plan. The date of 'making' the Plan is 19 July 2018. This was following the successful referendum on 21 June 2018, where 91.6% of residents who voted were in favour of adopting the Plan.

The Plan covers both the parish of Ottery St Mary and the adjoining parish of West Hill. The administrative parish of West Hill (created in 2017 during plan preparation) now has its own designated Neighbourhood Area for future neighbourhood planning activity confirmed on 6 December 2023. This decision also removed the parish of West Hill from the original neighbourhood area which now covers the parish of Ottery St Mary only. The decision notice and map are available to view. The joint Ottery St Mary and West Hill neighbourhood plan will remain in effect in both parishes until such time as it is replaced.

Referendum
The Ottery St Mary and West Hill Neighbourhood Plan referendum was undertaken on the 21 June 2018 where voters were asked the question:
"Do you want East Devon District Council to use the Neighbourhood Plan for Ottery St Mary and West Hill to help it decide planning applications in the neighbourhood area?"
The results are as follows:

Examination
Mary O'Rourke was appointed to examine the Ottery St Mary and West Hill Neighbourhood Plan. The process commenced on the 23 January 2018. The report is now available.

Following an initial assessment, Mary O'Rourke produced two sets of questions directed to Ottery St Mary Town Council, West Hill Parish Council and East Devon District Council .

Ottery St Mary and West Hill Submission of Plan to Local Authority- Regulation 16
Ottery St Mary Town Council and West Hill Parish Council as the qualifying bodies prepared and submitted the Ottery St Mary and West Hill Neighbourhood Development Plan to East Devon District Council. The plan consultation period ended on 1 December 2017.

Neighbourhood Area Designation
In 2014, Ottery St Mary Town Council requested that all of their Parish (as it existed then) be designated a Neighbourhood Area. The designation was approved on 7 January 2015.

This area subsequently covered both the parish of Ottery St Mary and that of West Hill, after the creation of West Hill as a new administrative parish in 2017. The designation has now been superseded following the approval of West Hill as a separate Neighbourhood Area on 6 December 2023. This has amended the Ottery St Mary Neighbourhood Area boundary to cover the revised area of the Ottery St Mary parish only.
