How to apply
If you want to transfer your registration to another holder or change the details of your registration we will need to approve this first. You can apply online.
You may need to change the details of your registration if:
- the existing licence holder changes their name
- the existing licence holder changes their contact details
- there are changes to the premises or how you operate that you must tell us about
You can also use this application if you want to surrender your registration
Payments
You will need to pay a fee to change or transfer your skin piercing registration. Please make sure you are aware of how much this will cost.

Any personal information which you provide will be held and used by East Devon District Council for the purpose of processing and administering your licence or register application and on the basis of public task and legal obligation under Licensing and Animal Welfare Legislation and under EDDC byelaws for skin piercing registration and associated legislation and regulations.
Who will receive or see my personal information?
Your information may also be shared within East Devon District Council for the purposes of carrying out our lawful functions. Otherwise your personal information will not be disclosed to anybody outside East Devon District Council without your permission, unless there is a lawful reason to do so, for example disclosure is necessary for crime prevention or detection purposes. Your information will be held securely and will not be retained for any longer than is necessary. There are a number of rights available to you in relation to our use of your personal information, depending on the reason for processing. If you are applying to transfer the registration, the council will need to be satisfied that the new applicant will be suitable to hold the registration.
If you are transferring the registration or making other changes then depending on what those changes are it may be necessary for an environmental health officer to come and inspect the premises.
The registration will then either be granted (and you will receive this in the post) or it may be refused or have additional conditions added to it.
If your application is likely to be refused or have additional conditions added we will contact you.
What you can do if you haven't heard from us
It is in the public interest that we process your application before deciding if it can be granted. This means that you'll need to wait for our decision before you start operating. If after a month you haven't heard from us please contact us by email or telephone for an update.
What you can do if your application is unsuccessful
Please contact us to discuss why you have been refused a registration or if you think we have asked for an unreasonable condition.
Appeals
If you are not happy with our decision, you can appeal to the magistrates court. A court may give directions on the issue of a licence or on any conditions imposed.
