15. Why was this not done as part of the Exmouth Tidal Defence Scheme?
The Exmouth Tidal Defence Scheme was focussed on addressing flood risk from the Exe Estuary. That risk is largely separate to the risk of flooding and coastal erosion from the open coast along the BMP frontage and as such there are separate benefits for the two areas.
In addition, the Exmouth Tidal Defence Scheme was delivered by the Environment Agency under a different act of parliament to the permissive powers granted under the Coast Protection Act 1949 which EDDC act under to undertake works along the BMP frontage.
