29. Otterton (made)
Adoption
On 9 June 2021, Cabinet resolved to ‘make’ (adopt) the Otterton Neighbourhood Plan so that it forms part of the Development Plan for East Devon alongside any other made neighbourhood plans, the adopted East Devon Local Plan 2013-2031, and the Devon Minerals and Waste Plan. The date of 'making' the Plan is 18 June 2021.
This was following the successful referendum on 6 May 2021, where 92% of residents who voted were in favour of the Plan.

The made (adopted) version of the Otterton Neighbourhood Plan, including appendices are available to view.
The Plan will be used to help make decisions on planning applications and guide future development in the parish of Otterton.

Referendum
A local referendum was held on 6 May 2021 on the Otterton Neighbourhood Plan. The referendum asked residents in the parish of Otterton the following question:
"Do you want East Devon District Council to use the Neighbourhood Plan for Otterton to help it decide planning applications in the neighbourhood area?"
The results, confirmed in the published Declaration, are as follows:
Number cast in favour of a 'YES'
249 (92%)
Number cast in favour of a 'NO'
21 (8%)
Turnout: 48%

Examination
The Otterton Neighbourhood Plan has been examined. The appointed independent examiner was Jill Kingaby. The Examiner's Final Report is now available to view.

The Plan has since been updated in line with the examiner’s recommendations. It has also been assessed as meeting the necessary 'basic conditions'. This was confirmed by formal decision of East Devon District Council in July 2020 recommending the Plan to go forward for referendum.
Otterton Submission of Plan to Local Authority - Regulation 16
Otterton Parish Council as the qualifying body prepared and submitted the Otterton Neighbourhood Development Plan to East Devon District Council on November 25 2019. The plan consultation period ran from December 3 2019 to January 22 2020.

Neighbourhood Area Designation
Otterton Parish Council requested the whole of their parish be designated a neighbourhood area. The area was designated on 3 September 2014.
