42. Yarcombe (made)

Adoption

A report was taken to Cabinet on the 6 September 2017 recommending that the Yarcombe and Marsh Neighbourhood Plan be 'made' so that it forms part of the Development Plan for East Devon, alongside the adopted East Devon Local Plan (2013-2031) and the Devon Minerals and Waste Plans.  The date of 'making' the Plan is 14 September 2017.  This is following the successful referendum on 27 July 2017 where 83.6% of residents who voted were in favour of adopting the Plan.  The 'Made' Yarcombe and Marsh Neighbourhood Plan is available to view.

Referendum

On the 27 July 2017, a referendum was held on the Yarcombe and Marsh Neighbourhood Plan where residents were asked the following question:

"Do you want East Devon District Council to use the Neighbourhood Plan for Yarcombe and Marsh to help it decide planning applications in the neighbourhood area?"

The results are as follows:

Number cast in favour of a 'YES'

Turnout: 25.42%

Referendum timetable

A report was considered by Cabinet on the 14 June where Councillors approved the changes to be made to the plan following receipt of the Examiners report. The revised Plan, known as the ‘referendum version’, is available.

Examination

Mary O'Rourke has now completed the examination of the Yarcombe and Marsh Neighbourhood Plan (which commenced on 20 March 2017). The report into the examination is available to view.

Yarcombe Submission of Plan to Local Authority- Regulation 16

Yarcombe Parish Council as the qualifying body have prepared and submitted the Yarcombe and Marsh Neighbourhood Development Plan to East Devon District Council. The plan was out to consultation until Wednesday 8 March 2017. A full list of responses to the consultation can be seen below:

Neighbourhood Area Designation

Yarcombe Parish Council requested the whole of their parish be designated a neighbourhood area.  The designation was approved on 4 June 2014.
