9. Budleigh Salterton (made)

Adoption

A report was taken to Cabinet on the 4 October 2017 recommending that the Budleigh Salterton Neighbourhood Plan be 'made' so that it forms part of the Development Plan for East Devon, alongside the adopted East Devon Local Plan (2013-2031) and the Devon Minerals and Waste Plans.  The date of 'making' the Plan is 12 October 2017.  This is following the successful referendum on 6 September 2017 where almost 95% of residents who voted were in favour of adopting the Plan. The 'Made' Budleigh Salterton Neighbourhood Plan is available to view.

Referendum

On 6 September a Referendum was held on the Budleigh Salterton Neighbourhood Plan. Residents were asked the following question:

“Do you want East Devon District Council to use the Neighbourhood Plan for Budleigh Salterton to help it decide planning applications in the neighbourhood area?”

Voters agreed overwhelmingly that the Plan should be used to determine planning applications, with 94.7% (or 1430 voters) voting ‘Yes’. 73 people voted ‘no’ and there were 2 abstentions.

Examination

Jill Kingaby was appointed to examine the Budleigh Salterton Neighbourhood Plan, a process which commenced on the 3 April 2017. 

Following an initial assessment, Ms Kingaby provided a letter requesting further evidence from Budleigh Salterton Town Council.

The request for further evidence is available to view.

Following this request, Budleigh Salterton produced a response to the Examiner incorporating proposed changes to the plan, and produced a new map of Local Green Spaces. This is currently being considered. Bell Cornwell for Clinton Devon Estates also submitted a response to the Examiner for information.

Budleigh Salterton Submission of Plan to Local Authority- Regulation 16

Budleigh Salterton Town Council as the qualifying body prepared and submitted the Budleigh Salterton Neighbourhood Development Plan to East Devon District Council. The plan consultation concluded on Monday 20th March 2017.

Budleigh Salterton Town Council requested that their parish be designated as a neighbourhood area . The designation was approved on the 26 August 2015.
