28. Newton Poppleford (made)
Adoption
On 9 June 2021, Cabinet resolved to ‘make’ (adopt) the Newton Poppleford and Harpford Neighbourhood Plan so that it forms part of the Development Plan for East Devon alongside any other made neighbourhood plans, the adopted East Devon Local Plan 2013-2031, and the Devon Minerals and Waste Plan. The date of 'making' the Plan is 18 June 2021.
This was following the successful referendum on 6 May 2021, where 87% of residents who voted were in favour of the Plan.

The 'made' (adopted) version of the Newton Poppleford and Harpford Neighbourhood Plan is available to view.
The Plan will be used to help make decisions on planning applications and guide future development in the parish of Newton Poppleford and Harpford.

Referendum
A local referendum was held on 6 May 2021 on the Newton Poppleford and Harpford Neighbourhood Plan. The referendum asked residents in the parish of Newton Poppleford and Harpford the following question:
"Do you want East Devon District Council to use the Neighbourhood Plan for Newton Poppleford and Harpford to help it decide planning applications in the neighbourhood area?"
The results, confirmed in the published Declaration, as as follows:
Number cast in favour of a 'YES'
652 (87%)
Number cast in favour of a 'NO'
83 (11%)
Turnout: 40%

Examination
The examination of the Newton Poppleford & Harpford Neighbourhood Plan is now complete. The examination commenced on 11 June 2020 and the appointed examiner was Jill Kingaby. The Examiner’s Final Report is now available.

The Plan has since been updated in line with the examiner’s recommendations. It has also been assessed as meeting the necessary 'basic conditions'. This was confirmed by formal decision of East Devon District Council in October recommending the Plan to go forward for referendum.
Submission of Plan to Local Authority - Regulation 16
Newton Poppleford and Harpford Parish Council as the qualifying body prepared and submitted the Newton Poppleford and Harpford Neighbourhood Development Plan to East Devon District Council on 3rd March 2020.
The plan consultation period ended on 29 May 2020. The next stage of the process is the independent examination where the contents of the Plan are reviewed alongside representations made during the consultation period.

Pre-Submission Consultation (Regulation 14)
The Newton Poppleford and Harpford Parish Council held a consultation on the pre-submission version of their Neighbourhood Plan from 1st November to the 14th December 2019.
The plan was reviewed in the light of the comments made before being formally submitted to East Devon District Council – see details above.
Neighbourhood Area Designation
Newton Poppleford and Harpford Parish Council requested the whole of their parish be designated a neighbourhood area. The designation was approved on 4 June 2014.
